The easiest way to explain the 36 month contract is as follows: let’s break it up as if there were three one year deals with the exact same terms.

In other words, after three years we would be in the exact same position we are with the current proposed contract.

1. In the first one year deal, the city agrees to pay us a 2.25% increase – and it will be retroactive to March 1st, 2019 and ends on Feb 28, 2020. No problem!

2. Now we negotiate the second one year deal – that’s supposed to start March 1, 2020. The City agrees to a 2.50% increase but they tell you that the increase doesn’t kick in until June 1st, 2020. Meaning, you received 0% increase in March, 0% increase April, and 0% increase May of 2020. Which equals three months of ZEROS!

3. Now we negotiate the third one year deal that is supposed to start March 1, 2021. The City agrees to pay a 3% increase but the City tells you it doesn’t kick in until June 1, 2021… Meaning 0% increase in March, 0% increase in April, and 0% increase in May of 2021. Which equals three months of ZEROS.

This in turn TOTALS SIX MONTHS OF ZEROS. NO INCREASE. AS IN, ZIP!!!
